Summary of Responsibilities

Under the direction of the Chief Transformation Officer (CTO), the Department of Labor – Apprenticeship Program Manager is responsible for the implementation and coordination of all aspects relating to the Associated Builders and Contractors Institute (ABCI) partnership, in addition to tracking Project LIFT pre-apprentice outcomes. This role will coordinate and ensure compliance with the apprenticeship program’s requirements approved by the US Department of Labor (DOL). This role incorporates apprenticeship support services, including the administrative operations of maintaining the pool of eligible apprentice candidates, as well as apprentice recruitment, retention, planning expansion of additional classes, scheduling and attending recurring partnership meetings, tracking action items and progress, and completing quarterly narratives. This position requires close coordination with ABCI and associating industry partners.

Specific Duties & Responsibilities

• Implement the Apprenticeship Program in conjunction with ABCI partnership to include expansion of the apprenticeship program to other sites.

• Maintain processes and procedures documentation for the program.

• Work closely with the Workforce Program Coordinator on recruitment strategies for potential apprentice candidates and instructors.

• Schedule, attend, and maintain meeting notes/action items for internal and partnership meetings.

• Coordinate property and equipment acquisition, disposition, and management in compliance with the grant requirements

• Work with industry, educational, and other identified stakeholders to develop pre-apprenticeships and registered apprenticeship programs (RAP) and/or identify newly registered apprenticeship programs that meet industry needs.

• Maintain grant compliance and quarterly reporting, including outcome measurement and grant budgets – taking responsibility for meeting high standards of effectiveness, timeliness, and completeness.

• Analyze data to identify trends and gaps to be addressed.

• Track progress toward organizational pre-apprentice and apprenticeship program outcomes and goals.

• Identify progress delivery improvements, industry engagement activities, outreach/communication mechanisms, and newly developed training programs to achieve or exceed metrics within the registered apprenticeship programs.

• Develop and implement appropriate program guidelines, processes, and procedures for grant deliverables.

• Develop expertise in apprenticeship and the Department of Labor grant.

• Collaborate with operations on pre-apprentice programs and apprenticeship class schedules/expansions.

• Work in partnership with the marketing department for social media, print, and other marketing opportunities.

• Work closely with the data team to gather data outcomes for reporting.

Qualifications

• BA or advanced degree with 3-5 years of experience in program management or equivalent work experience.

• Experience in and demonstrated strong oral and written communication skills, as this position requires significant report writing responsibilities.

The employee is frequently required to use hands to finger, handle, or feel and reach with hands and arms. The employee is also required to sit at a desk and use a computer. The employee is required to stand and walk. The noise level in the work environment varies. Specific vision abilities required by this job include close vision and ability to adjust focus. In addition, the employee must be able to lift up to minimum of 25lbs, able to work in non-air conditioned environment and to stay on feet for extended periods of time.
